Therefore, I am circulating the listing of restaurants currently offering curbside pick-up and/or delivery. We will continue to update as necessary. Please contact the restaurant first to confirm that the status has not changed and to check whether a limited menu exists. Several of the restaurants have posted updated information on their websites and social media. Please consider supporting them so that they will be here for us once we are through this crisis.

The City will closely monitor both and will have no choice but to close either or both if the City determines there is a lack of “Social Distancing” as mandated by the County.

An Updated Important Message from Mayor Rosenthal – COVID 19

On March 23, 2020, Bexar County issued an Executive Order entitled “Stay Home Work Safe Measures” following the lead of other States and other heavily-populated Texas counties. The full Declarations are available below updated April 6th and April 17th. The Declaration is effective at 11:59 p.m. on Tuesday, March 24th and runs through April 30th unless extended or terminated. The Order means that citizens are required, for the most part, to remain in the residence. As set forth in the Order, there are numerous exceptions such as getting out for health/safety, to obtain necessary services and supplies( groceries, gasoline, pharmacies, meals, pet supplies and other household products), outdoor activities with “social distancing” and work at Exempted Businesses, as the same are defined in the Order. On April 13, 2020, City Council extended the declaration for the City of Alamo Heights as a local state of disaster due to public health emergency, as a result of COVID-19 pandemic.

Except as noted above, all of our Alamo Heights businesses, other than Exempted Businesses, will be closing so to the extent any of you want to make a last-minute trip, please do so as needed prior to tomorrow night. Wednesday, we will be updating our listing of restaurants that will continue to provide curbside pick-up or delivery and I encourage you to support those businesses. We know some have already closed and some have moved to evening service only. We’ve also been assured that the supply chain for the grocery stores remains steady and that there is no need for us to overstock our residences.

During these difficult times, please care for each other and we will get through this together. The City of Alamo Heights suggests that individuals follow CDC guidelines if feeling the COVID-19 symptoms by first staying home and contacting your personal physician. Alamo Heights Dispatch remains available to receive non-emergency calls.

An Important Message from Mayor Rosenthal – COVID 19

Based upon an Executive Order from the Governor, it is with deep regret that we announce the closure of all Alamo Heights dine-in restaurants effective as of 11:59 p.m. tomorrow, March 20th as well as all gatherings in excess of 10 people.

During this period, many of the restaurants in Alamo Heights will be offering take-out, curbside and/or delivery service. The restaurants are doing this not to make a profit but simply to keep some of their staff employed and to provide a public service. While many of us are leaving our houses on a limited basis, if at all, I hope you will consider helping the businesses during these difficult times. Many of the restaurants also are allowed to provide wine, beer and mixed drinks if ordered with food. Please call or check the restaurant’s website for operating hours and, depending on the establishment, understand that orders may need to be placed well in advance. Several have limited menus that are, or will be, posted on their websites. I would encourage you to forward this listing to any friends living in the area.

I would strongly encourage you to support the “Mom and Pop” businesses on Broadway and Austin Highway that are vital to our community. Many of them will offer curbside or delivery to the extent possible.  We owe it to them to consider any means of utilizing their services as they attempt to weather this storm.

Separately, we have had several calls regarding the cancellation of trash pick-up on Thursday and Friday. Our goal is to reduce the exposure of our public works staff to keep them as healthy as possible. Many cities utilize automated machines and pick-up once a week while we normally have the luxury of twice a week pick-up along with recycling on Wednesdays. Rest assured that will monitor this situation to ensure this does not become a public health issue.

On May 18, 2021, Governor Greg Abbott issued Executive Order # GA – 36, that prohibits governmental entities mandating masks at government offices.  Employees and customers have an option to wear a mask upon entering City Hall and no longer mandated.  

Health and safety of our residents and staff are our priorities while delivering essential services to the residents of Alamo Heights.  The City of Alamo Heights is constantly monitoring, accessing the situation, and making necessary changes in the City’s operations to promote lower risk of exposure to the spread of COVID-19.  Residents will be informed via email blast communication and postings via the City’s website:  www.alamoheightstx.gov.

Remember to follow these preventive measures in your daily activities:

  • Wash your hands frequently
  • If you are sick, stay home
  • Avoid close personal contact and practice social distancing
  • Disinfect surfaces

GARBAGE PICKUP

Normal trash pickup schedule has resumed to regular schedule.  Recycling is picked up on Wednesdays.

The City of Alamo Heights encourages water customers to pay online at https://www.municipalonlinepayments.com/alamoheightstx/utilities or have an option to pay at Alamo Heights City Hall.  Water payments may be mailed to City of Alamo Heights, 6116 Broadway, San Antonio, TX  78209 or dropped off at City Hall in the overnight deposit box.

PERMITTING

Building permits for residents and contractors will be completed online at https://www.municipalonlinepayments.com/alamoheightstx.  Note that permits may be subject to delay during this time.  Applicants may also call 210-826-0516 for additional information.

4th Annual AH09 5K

In light of Coronavirus, the City has elected to cancel the AH09 5K event scheduled for April 4, 2020.  Further information will soon be posted.

Join us on April 4th as we kickoff the 4th Annual AH09 5K A Great Place to Walk/Run here in the beautiful City of Alamo Heights. This will be a timed course but all participants have the option to run or walk.

Remember to register early to secure your “swag” which includes a t-shirt, cup and finisher’s medal! The event will also include Fitness Fun activities for the kids.

To help kick-off 2020 Fiesta, the City is also offering the opportunity to purchase our 2020 City of Alamo Heights Fiesta Medal for an additional $5 with your 5K registration. These medals will not be for sale any other time and are usually just available to Alamo Heights residents. One medal per participant.

What is the Census?  The 2020 Census counts every person living in the 50 states, District of Columbia, and five U.S. territories.  Census 2020 is mandated by the Constitution and conducted by the U.S. Census Bureau, a nonpartisan government agency.  The census provides critical data that lawmakers, business owners, teachers, and many others use to provide daily services, products, and support for you and your community.  Every year, billions of dollars in federal funding go to hospitals, fire departments, schools, roads, and other resources based on census data.  It is Census 2020 awareness period as the official count begins April 1, 2020.

Don’t forget to participate in Census 2020.  It’s not too late.  You can still submit your response via online at www.my2020census.gov, mail, or telephone dialing 844-330-2020.  Beginning August 11th through October 31st, the Census Bureau will start sending census-takers into communities, who will go door-to-door to collect data and ensure that everyone in our community is counted.  It’s quick and easy, everyone counts!

Some of the Coronavirus themed cyber-related malicious activities have included:

  • Phishing attacks using email and bogus websites tricking victims into divulging personal information
  • Emails with malicious attachments (word documents, PDF, MP4, etc.) or links to malicious websites
  • Mobile apps that are infected

IMPORTANT INFORMATION ABOUT YOUR DRINKING WATER

City of Alamo Heights has violated the monitoring and reporting requirements set by Texas Commission on Environmental Quality (TCEQ) in Chapter 30, Section 290, Subchapter F.  Even though these were not emergencies, as our customers, you have the right to know what happened and what we did to correct these situations.

We are required to monitor your drinking water for specific contaminants on a regular basis.  Results of regular monitoring are an indicator of whether or not our drinking water meets health standards.  During 2018 we did not monitor or test for Lead/Copper and therefore cannot be sure of the quality of your drinking water during that time.

The table below lists the contaminant(s) we did not properly test for during the last year, how often we are supposed to sample for [these contaminants], how many samples we are supposed to take, how many samples we took, when samples should have been taken, and the date on which the follow-up samples were taken.

What is being done?

In 2017, TCEQ amended sampling testing to an annual basis rather than previously, every three years.  Therefore, samples were not taken in 2018.  Samples with good results were taken in 2019. Special Bond Election – May 2, 2020 POSTPONED TO NOVEMBER 3, 2020

On April 13, 2020, Alamo Heights City Council postponed the May 2, 2020 Special Bond Election to November 3, 2020 due to current pandemic, COVID-19.  Click here for Ordinance No. 2156.

City Council ordered a special bond election for the issuance of $13.25M in general obligation bonds for the Austin Highway/Lower Broadway Improvement Project to be conducted on May 2, 2020.  Due to pandemic, COVID-19, the Texas Secretary of State has provided municipalities to postpone the election to November 3, 2020 Election.  On April 13, 2020, Alamo Heights City Council will consider the postponement of the May 2, 2020 special bond election privatizing public health and safety.

Monitoring and Reporting Requirements Not Met for City of Alamo Heights

The City of Alamo Heights – PWS ID 0150039 water system is required to notify customers that there are violations in monitoring and reporting requirements set by Texas Commission of Environmental Quality (TCEQ) in Title 30, Texas Administrative Code (30 TAC), Section 290, Subchapter F. Public water systems are required to properly disinfect water before distribution, maintain acceptable disinfection residuals within the distribution system, monitor the disinfectant residual at various locations throughout the distribution system, and report the results of the monitoring to the TCEQ on a quarterly basis.

Results of regular monitoring are an indicator of whether or not your drinking water is safe from microbial contamination.

These violations occurred in the monitoring period: 07/01/19 – 09/30/19

We are taking the following actions to address this issue:

Submitting the reports of the daily monitoring disinfectant levels in the distribution system that were taken during this time period. The daily disinfectant levels were taken but reports were not submitted to TCEQ in the required monitoring periods. At no time during the oversight of procedures in submitting required reports to TCEQ was the quality of the water compromised.

Update on Tree Preservation Program

Reminder that this program will begin mid-January. Tree pruning is needed to maintain the 13’6” height access required for the emergency apparatus. Maintenance and pruning to be done
in dormant stage to allow for fuller canopy in the spring.

Davey Tree Services has been contracted to complete this project and is scheduled to cut approximately 15% of the city streets. They will be coordinating with residents and a certified
arborist is to be at the location during trimming.

PROPERTY TAX RATE FOR THE

CITY OF ALAMO HEIGHTS

A tax rate of $0.386439 per $100 valuation has been proposed for adoption by the governing body of the CITY OF ALAMO HEIGHTS. This rate exceeds the lower of the effective or rollback tax rate, and state law requires that two public hearings be held by the governing body before adopting the proposed tax rate.

The governing body of the CITY OF ALAMO HEIGHTS proposes to use revenue attributable to the tax rate increase for the purpose of providing essential services to the community, replacement of capital equipment, and maintaining competitive employee compensation.

PROPOSED TAX RATE $0.386439 per $100
PRECEDING YEAR’S TAX RATE $0.386439 per $100
EFFECTIVE TAX RATE $0.385661 per $100
ROLLBACK TAX RATE $0.424832 per $100

 

The effective tax rate is the total tax rate needed to raise the same amount of property tax revenue for the CITY OF ALAMO HEIGHTS from the same properties in both the 2018 tax year and the 2019 tax year.

The rollback tax rate is the highest tax rate that the CITY OF ALAMO HEIGHTS may adopt before voters are entitled to petition for an election to limit the rate that may be approved to the rollback rate.

In effort to improve electric reliability CPS Energy is undertaking some tree trimming measures in the City of Alamo Heights that will assist in that endeavor. They have identified certain areas in and around the City that are prone to create electric outages due to tree limbs being in contact with main primary or secondary electric service lines.

CPS Energy has contracted with Davey Tree Service to complete this project. Work began this week and will take approximately two (2) months to complete.

2020 Census Update

In preparation for the upcoming 2020 Census, the Census Bureau will be sending out field staff to local neighborhoods to update address lists and maps. They will be using laptops and knocking on doors in order to verify addresses and gather needed information on additional living quarters.

The field staff will be out from August to October 11, 2019.

All Census Bureau employees, temporary and permanent, will have a Census Bureau photo ID Card, laptop computers with a Census Bureau logo on the top and a black canvas bag with a Census logo.

E. Fair Oaks Now One-Way

As of Monday, August 5th E. Fair Oaks is a One-Way street going east from Broadway to Vanderhoeven Dr. This was approved in order to replace the parallel parking spaces
along the north curb line with sixty-degree angled head-in parking spaces adding additional parking around Alamo Heights High School to alleviate parking concerns in the neighborhood due to the
construction project at the school.

2019 Street Maintenance Program

As part of the City of Alamo Heights Street Improvement Plan, the City has contracted Texas Materials Inc. to perform street work on this year’s Street Maintenance Program. The work will begin on Monday, July 22 through August 16.

 Work will be done as follows – three streets at a time:

  • Oakview, Broadway to N. New Braunfels
  • Tuxedo, Nacogdoches to dead end
  • Lamont, Broadway to Alamo Heights Blvd
  • Columbine, Argo to Lamont
  • Evans, Broadway to Alamo Heights Blvd
  • College, Broadway to Alamo Heights Blvd
  • Alta, Broadway to Alamo Heights Blvd
  • Corona, Broadway to Alamo Heights Blvd
  • Arbutus, Argo to Corona
  • Imlay, Argo to Alta
  • Greely, Argo to Alta
  • Normandy, Broadway to Alamo Heights Blvd
  • Morse, Ogden to Cambridge
  • Broadway and Bike Shop (spot repair)
  • NB Broadway at Ellwood (spot repair)
  • Broadway, Katherine to Harrigan Court (spot repair)

Streets will be closed to thru traffic, but open to residents. As work is being completed, do not park in the street. It is important to keep roadway dry during this process so please be mindful of sprinkler overspray into the roadway.

We are sadden to announce that Michael S. Brenan, long time City Attorney for Alamo Heights, has passed away. He served the Councils and citizens of this City for over 46 years, since 1973. He was a pillar of the community. Our condolences to his family.

Monitoring Requirements Not Met for City of Alamo Heights

Our system failed to collect every required coliform sample.  Although this incident was not an emergency, as our customers, you have a right to know what happened and what we have done to correct this situation.

We are required to monitor your drinking water for specific contaminants on a regular basis.  Results of regular monitoring are an indicator of whether or not our drinking water meets health standards.  During March 2018, we did not complete all monitoring or testing for coliform bacteria on the City’s raw water supply.

Wells produce raw water, which is groundwater from a well before being treated/disinfected, and before entering the distribution system. All raw water is treated/disinfected before entering the distribution system as potable water for human consumption

What should I do?

There is nothing you need to do at this time.  You may continue to drink the water.  If a situation arises where the water is no longer safe to drink, we are required to notify you within 24 hours.

What is being done?

We collected every required coliform sample from April 2018 – February 2019 and are no longer in violation.

Utility Bill extension for Furloughed Employees

The City of Alamo Heights understands the hardship that some might be experiencing during the federal government shutdown.

The City of Alamo Heights will waive late fees and service interruptions and will provide a 30-day extension on water, sewer and solid waste bills for customers who are furloughed employees experiencing financial hardship.

To receive this relief on your utility bill, eligible customers need to bring your photo identification and furlough paperwork to City of Alamo Heights City Hall at 6116 Broadway or contact utility staff at 210-882-1507 on or before Friday, February 1.

2019 Tree Preservation Program

This program will begin mid-January. Tree trimming is needed to maintain the 13’6” height access required for the emergency apparatus. Maintenance and trimming to be done
in “dormant” stage to allow for fuller canopy in the Spring.

Davey Tree Services has been contracted to complete this project and is scheduled to cut approximately 35% of the city streets. They will be coordinating cutting with residents and a certified arborist is to be at the location during trimming. Contact us at 210-822-3331 with

The Mayor and Councilmembers Place 1, and 2 are elected in a general election in May in odd calendar years.  Candidates serve a two-year term on the Alamo Heights City Council.  Election day is Saturday, May 4, 2019.

FILING PERIOD & FEE

The candidate filing period is Wednesday, January 16, 2019 through Friday, February 15, 2019.  Applications will be submitted to the City Secretary no later than 5:00 p.m. on February 15th along with a $100 filing fee.  Candidate packets are available at City Hall, 6116 Broadway, San Antonio, TX  78209.

City Manager, Mark Browne, Moving On

For our community, we are sad to announce that Mark Browne will be leaving the City of Alamo Heights as of December 31st. However, we are extremely happy for Mark as he assumes the role of City Manager of Schertz, starting on January 2nd.

Though Mark was very happy in Alamo Heights, the Schertz opportunity was one he simply could not pass up, given the current size and continued growth of the Schertz residential and commercial areas. Mark has been our City Manager for over 7 years, coming to Alamo Heights from his position as City Manager of Terrell Hills. During that period, Mark worked tirelessly for our community and helped us begin to address our long overdue streets and utilities infrastructure needs while maintaining a balanced budget annually.

Under his watch, we have strengthened our codes and ordinances to address the changing needs of the City. Mark had direct oversight, for among other projects, the construction of the new City Hall, the Austin Highway/Broadway apartment complex and the Alamo Heights Independent School District renovations and construction.

Schertz will be very fortunate to have his leadership and we wish him well. The City has posted the job opening and we hope to have a new City Manager in place by the end of January.

On a separate note, we wish all of you a happy and healthy holiday season!

AH Water and Wastewater Rate Study

On February 12, 2018, a resolution was approved to contract Willdan Financial Services to perform a water and wastewater rate study for the City. The rate study was needed to review existing rates for water and wastewater and to establish a rate structure to meet the future needs of the Utility Fund.

The Utility Fund is a self-sustaining fund that relies on user rates to pay for its operations, vehicles, equipment and replacement of water and sewer lines. Water and Sewer rates have not increased over 10 years to cover higher operating costs. The only increases have been SAWS pass through increases.

The City held two public work sessions, on June 19 and September 18, to discuss the rate study. Based on those two work sessions, a presentation was presented to the City Council and the public on October 8 recommending a rate structure that meets increasing costs of operations and infrastructure for the next 10 years.

The City is considering raising water and sewer rates in accordance with the recommendations in this study and is scheduled to vote on this proposal at the Oct 22, 2018 City Council meeting.

AH Lifts Stage 1 Water Restrictions

Stage 1 Water Restrictions are now lifted.

Remember that the City does have Year-Round Water Regulations:

Automatic or manual irrigation systems are allowed any day of the week but only before 10 a.m. and after 8 p.m.

Hand watering with a hand-held hose, soaker hose, drip irrigation system or bucket is allowed any time during the day.

Also remember that any sprinkler system must be equipped with a rain sensor to prevent the system from operation during periods of rain.
