Message from City Manager

Welcome to the City of Alamo Heights website!

As City Manager of Alamo Heights, I am proud of the excellent services provided by our city staff. Our City government is committed to delivering effective and efficient services which are responsive, innovative and proactive in meeting the needs of our entire community. We are fortunate to have dedicated public servants who strive to improve the quality of life and reduce costs for all citizens.

Examples of such commitment include:

  • A Class 2 ISO Rating the City of Alamo Heights received for improving and maintaining its public fire protection. Less than one percent of cities across the country receive a  Class 2 Rate.
  • The Leadership Circle Award  (since 2009) from the Texas Comptroller for the City’s commitment to creating communication programs with high standards for financial      transparency online in a user-friendly format.
  • The City of Alamo Heights Comprehensive Plan, adopted by City Council in 2009 was recognized by the American Planning Association.
  • The City provides a range of utility services, which include water, sewer and solid waste/recycling services. Alamo Heights water rates are in the lowest 5% of 659 Texas cities that provide water services.

The city government responds to the needs of citizens and  provides the services that make their experience living in Alamo Heights a pleasant one. City Manager

Mark Browne has been Alamo Heights City Manager since May of 2011. He began his career in municipal government as City Manager for Terrell Hills in 2005 after leaving the United States Air Force, retiring at the rank of Colonel after 27 years of service to our country.

Mark holds a Doctorate of Public Administration from the University of Alabama, is an Adjunct Professor at Wayland Baptist University and has served as a speaker on city management with the Urban Management Assistants of South Texas. As a member of the Texas City Management Association, Mark has served as Region 8 Representative on the TCMA Board of Directors from 2012 to 2014,Secretary-Treasurer 2007-2008, Vice President 2008-2009 and President 2009-2010.  He is a member of the International City/County Management Association and the Government Treasurers Organization of Texas.
