Property Assessed Clean Energy (PACE) Program

Alamo Heights City Council will consider establishing a Property Assessed Clean Energy (PACE) program. The purpose of the program is to provide low cost, long-term loans for energy efficiency and water conservation improvements for commercial, industrial and large multi-family residential (5+ units) property owners.

The Notice of Intent is scheduled at the February 28, 2022 Council Meeting.  The meeting will begin at 5:30 p.m.

City Office Closure 2-3-2022

The City of Alamo Heights City Offices will be closed today 2-3-2022 due to the weather. Administrative staff will be working remotely from home.

Currently, garbage pickup is scheduled and will be further evaluated if weather conditions further deteriorate. Safety is a priority for all. Be careful if you need to travel as ice/sleet accumulates on the roads.

Safety Tips – Walkers/Runners

 Fall months are approaching along with shorter hours of daylight for those who schedule their exercise routines during the early morning and evening hours.

Walkers and runners are strongly encouraged to:

Wear bright clothing complimented by a reflective device or materials.

  • The use of flashlights or other warnings lights are also encouraged during their exercise periods that may begin or continue into periods of darkness.
  • Pets accompanying their owners should wear a reflective collar or warning light attached to the collar or leash.
  • It is a good practice to always walk or run on the left side of the road facing traffic.

Alamo Heights Water Restrictions Lifted

Stage 1 Water Restrictions have been lifted effective Saturday, October 23, 2021.  

Remember that the City does have Year-Round Water Regulations:

  • Automatic or manual irrigation systems are allowed any day of the week but only before 10 a.m. and after 8 p.m.
  • Hand watering with a hand-held hose, soaker hose, drip irrigation system or bucket is allowed any time during the day

Also remember that any sprinkler system must be equipped with a rain sensor to prevent the system from operation during periods of rain.

Nat’l Drug Take Back Day & Microchip Clinic – Oct. 23, 2021

On Saturday, October 23rd, the Police Department will be accepting expired, unused and unwanted prescription or over the counter drugs, no questions asked. Due to the risk of injury to handlers, syringes, epi-pens or other injectable devices are not accepted. Stop by Alamo Heights City Hall, 6116 Broadway, East Entrance, during the hours of 10:00 a.m. – 2:00 p.m. 

A microchip clinic will also be available on Saturday, Oct. 23rd, from 10:00 a.m. – 2:00 p.m.  It is $20 per microchip.

Stage 1 Water Restrictions are in effect beginning Thursday, September 2, 2021.  

Watering (using automatic or manual irrigation systems) is permitted only once a week before 10:00 a.m. or after 8:00 p.m. The last number of your address determines what day you are able to water.

You may use drip irrigation, soaker hose or hand-held hose during any day at any time.

1. Wasting water is prohibited at all times. Do not allow water to run off into the street, drain or ditch. Repair all leaks.

2. Do not use water to wash an impervious outdoor ground covering such as a parking lot, driveway, street or sidewalk, unless for health or safety reasons.

3. Restaurants and other eating establishments are prohibited from serving water to customers except upon request of the customer.

4. At least 25% of all non-public swimming pools’ surface area must be covered with evaporation screens when not being utilized. Inflatable pool toys or floating devices may be used.

5. Washing of vehicles or other equipment at a residence is only allowed during their designated watering day. Water is not allowed to run into the street.

6. Charity car washes are prohibited except at commercial car wash that recycles at least 75% of the water it uses or that is certified as a conservation car wash.

7. Ornamental outdoor fountains are not to be utilized unless the water is recycled and the only additional water used is to compensate for loss due to evaporation.

Join us on Saturday, July 3rd for the 4th of July parade.  The parade will begin at 10:00 a.m. and begin at Estes & Patterson and will end at the Cathedral Park.   The event will be held on Saturday, July 3rd.  There will be singing, reading the Americans’ Creed, lemonade and cookies!  See you in your red, white and blue attire.

You may use drip irrigation, soaker hose, or bucket (5-gallon or less container) during any day of the week but only between the hours of 7:00 a.m. to 11:00 a.m. and 7:00 p.m. to 11:00 p.m.

A hand-held hose may be used during any day of the week at any time.

  • Wasting water is prohibited at all times. Do not allow water to run off into the street, drain or ditch. Repair all leaks.
  • Do not use water to wash an impervious outdoor ground covering such as a parking lot, driveway, street or sidewalk, unless for health or safety reasons.

Local businesses provide rules in wearing facial masks

I hope you all are well.

As many of you have heard, Governor Abbott issued a recent executive order, effective tomorrow, which removes all operating limits for businesses and encourages, but removes the requirement, that face coverings be worn over the face and mouth. Each business is able to provide its own rules regarding the wearing of face coverings. When visiting businesses and restaurants, please continue to have access to face coverings as many businesses and restaurants most certainly will continue the requirement. For the safety of our City employees that have not been vaccinated and/or otherwise remain at risk, masks will remain required at City Hall.

Please continue to support our Alamo Heights businesses and restaurants as, after a long, difficult year, finally they can see the light at the end of tunnel.

Water Update

The City of Alamo Heights is aware that the San Antonio Water Systems (SAWS) has issued a boil notice.  As of current time, Alamo Heights residents do not have to boil water unless we loose additional electrical circuits.  We will keep you informed as additional information arises.

Due to historic water consumption, we are asking residents to make every effort to conserve water, as much as possible.

The City of Alamo Heights has been informed of the rumors that have been made through different social media sites because of the lack of water supply or the disconnection of water. The City of Alamo Heights confirms that the water system is working and there has not been any disconnection of water accounts. If you do no have water it is because you have a frozen pipe in your household. This is an official message and remember, the City of Alamo Heights is your official source. Below are tips in how to thaw a frozen water pipe. Insulating your exposed pipes are highly encouraged.

UPDATED:  Friday, February 19th

With another round of freezing rain and sleet starting Tuesday night, February 16th and possibly lasting into Thursday morning February 18th, we received confirmation that the recycling plant is closed on Wednesday, February 17th; there will be no recycling pickup as we hoped for Feb. 17th. 

Weather permitting, the Public Works Department will be picking up trash, tomorrow, Friday, February 19th and Saturday, February 20th.  Trash pickup will begin at 10 a.m. and Public Works. If your trash is normally picked up on Friday, it will be picked up slightly late, tomorrow.    Thursday’s trash pickup will be collected this Saturday.  On Monday, February 22nd, we’re back to the usual Monday – Friday collection with recycling on Wednesdays.

Emergency services including essential public works employees are working diligently to respond to emergencies, place barricades and maintain the city water system(s).  Please stay home and off the streets, if possible, as we have had several accidents where citizens have driven around posted barricades and subsequently been in an accident after hitting icy patches of roadway.

Please remember to protect the 4 “Ps” of People, Pets, Pipes and Plants. Emergency plans are in place with the City of Alamo Heights to ensure essential services are still in place. There could be delays in emergency response services due to the inclement weather but essential personnel are on duty as always to respond to emergencies as they arise.

Please also remember to conserve as much energy as possible due to the high energy demand on the electrical grid system. Click here for additional information from CPS Energy in energy conservation due to the extreme cold temperatures.  Energy demand for the State is currently at record consumption due to the demands placed on the electrical grid system. Be careful with space heaters and the use of generators as well should the power grid go down. Be aware that the use of any motorized equipment to provide power or other gas fired equipment has the potential to create carbon monoxide poisoning if not used according to the manufacturer’s instructions.

Tips to reduce electricity use:

  • Turn down thermostats to 68-degrees.
  • Close shades and blinds to reduce the amount of heat lost through windows.
  • Turn off and unplug non-essential lights and appliances.
  • Avoid using large appliances (i.e., ovens, washing machines, etc.).
  • Businesses should minimize the use of electric lighting and electricity-consuming equipment as much as possible.
  • Large consumers of electricity should consider shutting down or reducing non-essential production processes.

The Tornado Warning Alert Device Subsidy Program

The City of Alamo Heights would like to remind its citizens about tornado safety and some important tips for success. Tornadoes can happen anytime and can bring an excess of 200 MPH winds, creating destruction in their wake.   There are several ways to be notified of tornadic conditions in your area.  Wireless emergency alerts are automatically generated to all compatible cell phones in the area that is threatened.  If you receive AMBER alerts, you should receive the wireless emergency alerts, but please check to see if your device is compatible by referencing the following link:

You can also obtain emergency alert notifications from other devices that can alert you of tornadic conditions in your area.  These devices include weather band radios as well as “tornado specific” alert devices.  The following links may be helpful in selecting a severe weather/tornado alert device

In our continuing support of emergency preparedness, the City of Alamo Heights has adopted a The Tornado Warning Alert Device Subsidy Program, available to residents of Alamo Heights.  With the purchase of an approved audible tornado warning device, proof of purchase receipt, completion of a brief “City of Alamo Heights Tornado Warning Alert Device Subsidy Application”, home owners can receive up to a fifty dollar subsidy from the City.  The program runs until September 01, 2021, and will be re-evaluated prior to October 1,2021.  Please select the link below to see all the details of the program, and don’t hesitate to contact us with any questions.

If a tornado warning is issued for the area, the following recommendations can help you prepare for the event:

  • Finding a safe room or sturdy building, basement, or storm cellar to go to
    • If your home does not have a basement, a small interior room on the lowest level is recommended
  • Stay away from windows, doors, and outside walls
  • Have a plan in place for where family members will meet during and after an event
  • Make a list of what to take with you if you must leave your home after an event
    • Be sure to include any medications
  • Pay attention to weather reports and the signs of a tornado including high winds, funnel-shaped clouds, and excessive wind noise
  • Prepare long-term supplies in your emergency kit such as water, cleaning supplies, non-perishable foods, and first-aid supplies

Tree Preservation Program

The Tree Preservation Program will begin on Monday, January 25th.  Tree pruning is needed to maintain the 13″6′ height access required for the emergency apparatus.  Maintenance and pruning is to be done in dormant stage to allow for fuller canopy in the Spring.

Davey Tree Services has been contracted and the project is scheduled to be completed within 10 days.  The City Code Compliance Officer has coordinated with residents so a certified arborist is to be at the location during trimming.

Safety tips during this holiday season

Holiday Shopping Safety

Always avoid dark areas in parking lots and ATMs. Your most important defense – BE ALERT!!! Giving the appearance of not paying attention is what criminals look for in potential victims.

  • Eliminate the opportunity for surprise. Always ask yourself, “why is this person where they are?”
  • When walking through public parking areas and garages walk with a purpose and stay alert to your surroundings
  • Shop with a friend whenever possible. A person traveling alone is more vulnerable
  • Never sit in your vehicle reading or eating. Go inside, lock your vehicle, take your keys and keep valuables in your trunk or out of view.
  • Don’t be profiled by criminals. Avoid wearing expensive jewelry and flashing large amounts of cash. Using debit cards or credit cards are safer than carrying cash. Checks can provide some form of personal information and account numbers.
  • Do not leave your purse or wallet unattended. Be certain your purse is always closed and secured.
  • If a stranger is loitering near or around your vehicle, walk back into the nearest public place and call for an escort (store manager, security, etc.).
  • Leave plenty of room between you and the vehicle ahead to provide an emergency escape route.
  • Resistance to robbery attempts may escalate the situation and increase the risk of personal harm to you or a family member. Don’t argue. Your life is worth more than material possessions.

Vehicle Burglary Prevention

Vehicle burglaries remain one of the most frequently reported crimes of opportunity but are the most preventable. Vehicle burglars are active year round but especially during the holiday season prowling parking lots of malls, stores and restaurants. Some tips to becoming a harder target for vehicle burglars are:

  • Never leave packages, purses, cell phones, i-Pads/i-Pods or other valuables in open view within passenger compartments of vehicles
  • If you drop off packages in your vehicle (even the trunk) with the intention of going back into the stores, move your vehicle so as to give the appearance of leaving
  • Make certain the back window on SUVs is locked; this window provides easy access to your SUV
  • Take packages home before going to restaurants; vehicle burglars will know you will be away from your vehicle for a long period of time
  • When returning home from a busy shopping day, always remove packages and valuables immediately. A vehicle burglar might follow you home.
  • Unlocked vehicles can provide easy trunk access. Don’t forget to lock doors and set alarms on vehicles

Remember it only takes seconds for a vehicle burglar to access your vehicle and steal your property. They look just like anybody else and move about freely and unnoticed in crowded parking lots. For your own safety, do not intervene in a vehicle burglary in progress. Notify store security or a store employee.

Tips to Send Porch Pirates Packing
As the holidays collide with COVID-19, expect a surge in package thefts. Sticky-fingered porch pirates continue to steal items delivered to front doors before the recipients retrieve them. Some swoop in on foot or bikes; others skulk in by car. Thieves even have been known to “tailgate” behind delivery trucks.

Here are some tips you can follow to avoid becoming a victim of these porch pirates:
1. Retrieve a package as soon as it arrives. Or avoid delivery by using ship-to-store or curbside pickup.

2. Use a tracking feature to check online when a package is scheduled to arrive. UPS, for example has UPS My Choice to help track and reroute package deliveries.

3. Request that your package is sent with the “signature required” feature so it can’t be delivered without one.

4. If you’re not going to be home, set up a specific delivery time when you will be.

5. Choose an alternative pickup location.
 FedEx has more than 14,000 sites in the U.S. including FedEx Offices, FedEX Ship Centers and retailers including Walgreens, Albertsons, Kroger and Dollar General.

 UPS Access Point locations for pickups include the UPS Store, Michaels, CVS, Advance Auto Parts and self-service lockers.

 Amazon uses Amazon Lockers.

 For a fee, USPS offers a “Package Intercept” feature, although not all parcels are eligible.

6. If you are leaving town, ask for your shipments to be held. USPS’ free, “hold mail” requests must be for at least 3 days and for a maximum of 30 days.

7. FedEX accepts vacation holds for up to 14 days; it also will store your delivery for free for up to 5 days at many locations.

8. Consider a security camera. Some signal your phone, tablet or personal computer if your doorbell is rung.

9. Instruct delivery firms where to leave your package so it isn’t visible from the street.

10. Get an app. The FedEx mobile app lets package recipients electronically sign for a package, request a vacation hold or choose a hold at one of its locations. Some security cameras let you use an app to watch over your home from your smartphone. UPS lets you track your shipment.

Curfew for Bexar County

Bexar County Judge Nelson Wolff ordered Executive Order NW-17.  Beginning today, Thursday, November 26th, there is a curfew for social activities with hours of 10PM to 5AM.  This is to encourage people to stay home.  This will end on Monday, November 30th at 5AM.  A few highlights of Executive Order NW-17 is all dine-in food service providers to include outdoor service areas, such as patio or similiar seating areas shall close at 10PM.  Food service providers offering drive-thrus may continue to operate after 10PM. All dine-in food service providers are strongly encouraged and urged to offer only curbside or take-out services until the curfew expires on Monday, November 30, 2020. Bars are shut down per Section VIII of the order.

We have been notified the Alamo Heights Police Department will not be a collection point for unwanted, unused, expired drugs as advertised for October 24, 2020. The US Drug Enforcement Agency has been limited to ten (10) collection points in this region due to the continued COVID threat and has spread collection points around San Antonio.

You may still visit any of these collection points to drop off unwanted drugs regardless of where you reside. The date and time have not changed: Saturday, October 24th, 10am -2pm. For your convenience we have identified the following collection points within ten (10) miles of Alamo Heights:

Hollywood Park Police Department, 2 Mecca Drive, Hollywood Park, Texas

Windcrest Police Department, 8601 Midcrown, San Antonio, Texas

Live Oak Police Department, 8022 Shin Oak, Live Oak, Texas

November 3, 2020 Special Bond Election

On August 10, 2020, the City of Alamo Heights ordered a special bond election for Tuesday, November 3, 2020 (Ordinance No. 2159).  The special bond election is for the consideration of issuance of general obligation bonds in the amount of $13,250,000 for the Austin Highway/Lower Broadway Improvement Project to address street flooding and storm water improvements. This project is a collaborative effort between the Alamo Area Metropolitan Planning Organization (MPO), Texas Department of Transportation (TxDOT) and the San Antonio River Authority (SARA) and the City of Alamo Heights.

The total estimated project cost is $31,628,921. The scope of the project includes a new underground box culvert and upgraded curb inlets, replacement of sewer and water lines, surface improvements to include new pavement, wider sidewalks, bike lanes, traffic signals and landscaping incorporating Low Impact Development (LID) features.

Thus far, Alamo Heights has financial commitments from the MPO for $10,000,000, TxDOT for $4,000,000 and SARA for $1,300,500 which is noted in the chart below.

Alamo Heights Water Restrictions – Stage 1

Stage 1 Water Restrictions lifted, effective Wednesday, January 27, 2021.

Stage 1 Water Restrictions are in effect beginning Monday, October 19, 2020.  

Watering (using automatic or manual irrigation systems) is permitted only once a week before 10:00 a.m. or after 8:00 p.m. The last number of your address determines what day you are able to water.

You may use drip irrigation, soaker hose or hand-held hose during any day at any time.

1. Wasting water is prohibited at all times. Do not allow water to run off into the street, drain or ditch. Repair all leaks.

2. Do not use water to wash an impervious outdoor ground covering such as a parking lot, driveway, street or sidewalk, unless for health or safety reasons.

3. Restaurants and other eating establishments are prohibited from serving water to customers except upon request of the customer.

4. At least 25% of all non-public swimming pools’ surface area must be covered with evaporation screens when not being utilized. Inflatable pool toys or floating devices may be used.

5. Washing of vehicles or other equipment at a residence is only allowed during their designated watering day. Water is not allowed to run into the street.

6. Charity car washes are prohibited except at commercial car wash that recycles at least 75% of the water it uses or that is certified as a conservation car wash.

7. Ornamental outdoor fountains are not to be utilized unless the water is recycled and the only additional water used is to compensate for loss due to evaporation.

Updated Executive Orders re: Mandatory Face Coverings, Gatherings, and Businesses

In the last two days both the Governor and the County Judge have imposed restrictions, which are binding on all residents of, and businesses in, the City of Alamo Heights.

  1.  Face coverings. Face coverings are required by both the Governor’s order and the County Judge’s order, which the links are also below. There are exceptions to this requirement in both orders. Please review the links to the orders to see what exceptions apply in Bexar County. The Bexar County order contains fewer exceptions to the face-covering requirement than the Governor’s order. The Governor’s order is a bit more flexible so, if traveling outside Bexar County, residents should see if the particular county has imposed it’s own list of exceptions, as has occurred in Bexar County.

  2.  Gatherings. While the Governor does not address groups, the County Judge provides that social events, including family functions, shall not exceed 10 people. Larger gatherings, where a crowd of over 100 is expected, are prohibited, with certain exceptions set forth in the Judge’s order. This is somewhat ambiguous, but I believe the intent is to avoid large social functions while permitting gatherings such as religious services, youth sports and amusement parks.

  3.  Businesses. Note that some businesses may require temperature screening prior to entry.

I hope you all are well. The latest updates are as follows:

COUNTY ORDER—The County Judge has issued an order, effective today, requiring face coverings for all employees working in, and all patrons visiting, any Bexar County commercial business premises. The Governor has indicated that this Order is effective. Separately, individuals 10 years or older must wear a face covering  when in a public place where it is difficult to maintain a 6 foot distance. The exceptions to this requirement are as follows:

  1. When exercising outside or engaging in physical activity outside.
  2. When driving alone or with a family member.
  3. When wearing a face covering poses a greater mental or physical health, safety or security risk.
  4. When pumping gas or operating outdoor equipment.
  5. When in a building under surveillance(i.e. banks).
  6. When consuming food or drink.

JULY 4th PARADE—To ensure social distancing, the 51st annual Hall and Pat Hammond July 4th Parade has been cancelled. Similar actions have been taken by most municipalities in the Bexar County area.

FIRE DEPARTMENT AWARD—The Alamo Heights Fire Department received a Gold Level designation for the State’s Emergency Medical Services for Children program. This award is issued to departments that go above and beyond in the care of pediatric patients and use the most up to date equipment. Only 13 agencies in the State have received this designation. Congratulations to the AHFD.

ALAMO HEIGHTS AREA PROTEST—As many of you are aware, recently a march was held from Lincoln Heights to the Alamo Heights City Hall. I would like to thank Chief Rick Pruitt and his team for monitoring the traffic and protesters, thus ensuring a peaceful march.

CITY HALL TECHNOLOGY—Very soon, the City Council Chambers will be equipped with cameras and related technology allowing for all meetings (city council, boards and commissions) to be streamed.

FUTURE BIKE TRAILS—During the last few months, we have seen a significant increase in the number of bikers of all ages taking to the streets and the nature trails. Councilman Lawson Jessee is working with a group of citizens to create dedicated off-road bike trails. The location is not final but currently we are looking at an area adjacent to the Bark Park.

The following information is the latest from Governor Abbott’s press conference today:

1. Effective today—All personal service businesses may re-open with restrictions. Office buildings can open based upon the greater of 10 individuals or 25% occupancy.

2. Effective Friday, May 22nd—Restaurants may expand to 50% occupancy and bars can open to 25% capacity, along with utilizing outdoor areas. Businesses such as bowling alleys can open to 25% occupancy.

3. Effective Sunday, May 31st—Youth sports, summer camps, summer schools and professional sports can open with certain safety protocols. We have already begun working with the Alamo Heights Little League regarding a process to continue the league safely.

Starting Monday, June 1st, trash pick-up  will return to the regular schedule. The City continues to evaluate expanding other City Hall services. 

Please continue to social distance and use caution around higher risk individuals.

Here is the latest update based upon information from the Governor and from Bexar County:

Friday, May 8th—All salons (hair, nail and tanning), barbershops and cosmologists may reopen with limited capacity and specific guidelines.

Monday, May 18th—Gyms will be allowed to open with limited capacity and with no showers or locker rooms.

Saturday, May 30th, the Alamo Heights Pool plans to open with limited capacity and new rules.  For more information go to https://heightspool.com.

Update—The next update from the Governor will occur no later than Monday, May 18th. We will keep you all posted with any new information.

Finally, I want to share a great story (with permission) about turning lemons into lemonade. Michael Almquist and Katelyn Pope were married last week at Christ Lutheran (Broadway/Primrose) in Alamo Heights. Unfortunately, fewer than 10 people were allowed inside the Church. Unbeknownst to the couple, the Michael’s parents and the City arranged for family and friends to “social distance” outside the Church. Alamo Heights’ Provisions effective May 1st

This week, both the Governor of Texas and the County Judge have issued Executive Orders. The Orders have some differing provisions so I wanted to clarify, to the best I can, the position of the City of Alamo Heights. We are governed by the Orders of both the State of Texas and Bexar County. In the event of a conflict, the Governor’s orders will apply.

1. The majority of the information from my Tuesday morning email blast remains in effect.

2. All “Essential Businesses” that have been open throughout the last month remain open and all “Reopened Businesses”, as noted on Tuesday, will open today with the parameters previously stated.

3. The State’s “Stay Home Work Safe Measures” remains in effect. Effectively, both the State and the County have requested that other than Essential Businesses and Reopened Businesses, citizens remain at home minimize in-person contact with people who are not in the same household and not congregate publicly except as previous authorized.

4. While the Governor suggests face coverings in public, the County has mandated face coverings. However, there will be no Civil of Criminal Penalty for failure to wear a face covering. The rationale for the County’s position requiring face coverings(but with no enforcement) is to allow businesses that do elect to open, to cause patrons to wear face coverings thus protecting the employees of the business. Certain exemptions to the face covering requirement include (i) exercising or engaging in physical activity, (ii) driving alone or with family members, (iii) when wearing a face covering poses a greater mental or physical risk, (iv) while pumping gas or utilizing outdoor equipment, (v) when in a building or activity that requires security(i.e. banks) and (vi) when consuming food or drink. If the State overrules the County’s position on face coverings, then we must follow the State’s Order.

5. Yesterday, the City of Alamo Heights adopted a resolution with respect to the items above effective through May 15th.

6. The Bark Park will re-open today but will be monitored.

7. Social Distancing still remains the key and is one reason why the State of Texas has done so well over the last month and a half.

Update on resuming business in Alamo Heights – social distancing still crucial

State Order–Yesterday, Governor Greg Abbott set out his initial plan to “Re-open Texas”. The Executive Order  calls for two phases of changes and, in summary, provides for the following:

1. Effective as of 11:59 p.m. Thursday, April 30th, the State’s “Stay Home” order will terminate and is not being renewed.
2. Effective Friday, May 1st, most businesses that currently are closed have the option to re-open with a maximum 25% occupancy. This includes restaurants that generate less than 51% of their revenue from alcoholic beverages.
3. Businesses such as bars, gyms, salons and barbershops are to remain closed until a plan is implemented for safe opening.
4. Churches, other places of worship, museums and doctors/dentists offices can open. Click here for guidelines to opening house of worships.
5. The decision as to whether to open is discretionary with the business.
6. The second phase will be implemented mid-May.

Face Coverings—The Governor strongly suggested face coverings, but the order supersedes the mandatory Bexar County requirement recently imposed, which will not be effective starting Friday.

Alamo Heights Businesses and Restaurants—Most that have provided curb-side pick-up and/or delivery plan to continue this option as well, even if they are open within the premises.

City Offices—We are working on a plan to slowly re-open certain parts of City Hall but, for now, everything will remain the same.

Please—I’ve sent many “thanks” during this period, but now comes a “please.” Our population tends to be a bit older than most areas in San Antonio and thus we have a higher than normal vulnerable population. I’ve heard varying opinions from citizens across the board as to COVID-19 in the last 7 weeks. Regardless of your opinion, I ask that those who begin spending more time in public, whether walking the dog, gathering with a small group or shopping/dining, to be respectful of others who might be more vulnerable. Let’s not forget that social distancing still is critical. As some of us venture out more, let’s set an example and show why Alamo Heights is a great place to live.

Bexar County will be issuing a revised Executive Order, likely today, and we will update you all to the extent necessary.

Here is the latest:

State Update—Non-essential retail stores will be able to open tomorrow, April 24th, but ONLY if their goods can be picked up,  delivered by mail or delivered to a customer’s doorstep. Please check with the business in advance. The Governor still does not allow for in-store shopping at non-essential businesses. The State Order makes clear that businesses that provide services (spas, barbershop, gyms) can still be closed by local order, which they currently are under Bexar County’s Order.

County Update—The County requires face coverings (masks) and since the Governor is silent regarding that issue, the County Order is still in effect.

Dog Park—The non-profit group that operates the Bark Park has closed the park until April 30th for maintenance. Currently, we anticipate the Bark Park re-opening on May 1st subject to social distancing and/or limitations on numbers in the park at a particular time.

Next Update—The Governor has a news conference scheduled for Monday, April 27th, subsequent to which we will send a further update.

State Update—Today Gov. Abbott indicated that he will be setting forth a plan to consider slowly re-open Texas. He indicated it would be a very slow process but he will give more information on April 27th and hopefully this will help our retailers to increase curbside and delivery of products. County Update—Effective midnight tonight, the County is requiring that all people 10 years or older must wear a cloth face covering over his or her nose and mouth when in a public place where it is difficult to keep six feet away from other people such as visiting a grocery store/pharmacy or working in areas that involve close proximity with other coworkers. Coverings may include homemade masks, scarfs, bandanas, or a handkerchief. Residents must continue to maintain social distancing of at least six feet while outside their residence. City Water and Sewer Rates—Rates were scheduled to increase as of April 1st but the City will not be increasing the rates for at least three months.

Thanks—The Argyle provided an Easter meal for our first responders. Papa John’s Pizza and Sorrento have also provided meals at no cost to the City. Others have offered and we will be taking them up on their generosity.

Local Business and Restaurants—We are so appreciative of all the support our residents have provided to those that have remained open for business.

A few updates:

Alamo Heights Little League Fields—The AHLL Board has closed the fields to negate any possible liability due to the number of people at the fields recently.

Bark Park and Judson Nature Trails—Following San Antonio’s lead, the Bark Park and the Judson Nature Trails will be closed through the Easter weekend. We will evaluate whether to re-open at that time as we’ve been advised of a significant lack of social distancing at the park and the current uncertainty as to whether COVID -19 can be transmitted from pets to humans.

Parents—We know this is a trying time for your children, especially high school students and college students who are used to congregating. Please do you best to have them minimize direct interaction with others during our region’s critical period, which is supposed to be the next two weeks. We want to do our part to keep our community safe, especially those with elevated risks.

Community Projects—We are exploring ways that the Alamo Heights community can be a leader in supporting others in the San Antonio area during this time. More details to follow.

Businesses and Restaurants—Be sure to shop local with delivery or curbside pick-up to help our small businesses survive this time.

Update on Alamo Heights – Message from Mayor Rosenthal

I wanted to provide an update on several matters:

Bexar County COVID-19 numbers—As many of you may know, for a variety of reasons, our 78209 zip code has the highest number of reported cases in the County. Please  know that 78209 encompasses not only Alamo Heights but also Terrell Hills and parts of San Antonio. In fact, the City of Alamo Heights comprises around 25% of the area in 78209. That being said, we continue to watch the situation and will provide updates as necessary.

Brush Pick-Up—We are aware that brush is piling up in certain areas. We are working some brush pick-up into our Monday/Tuesday trash collection but we still hope to keep our sanitation crews working only three days per week. Please ask third party landscapers to take bags with them, as provided in our City Ordinances.

Businesses and Restaurants—Many of our businesses are still open and operating if deemed essential. Many non-essential businesses are still offering curbside pick-up or delivery for regular items and where applicable, for Easter items. Please do not assume that they are closed but check with them in advance. Many of our local restaurants remain open for curbside pick-up and delivery as well.

Bark Park—The dog park remains open with new social distancing signage. The water to the trough has been turned off. It is possible that the park may be closed in the future but for now the City is monitoring crowds.

Thanks To Them—Thanks to all of our citizens and their family members who are doctors, nurses, physician assistants or are otherwise  working the front lines.

Thanks To Us—As a small token of the City’s appreciation, every 3-4 days, we are providing dinner for our AHFD, AHPD and Dispatchers on duty from one of our local restaurants, at the City’s expense.

Thanks From Us—I am extremely appreciative of the work our City staff is providing for all of us during these times. With most of us having a little extra time on our hands, if any of you feel so inclined, I encourage you to send a short note to any of them letting  indicating how much you appreciate them, and their departments, being there for us.
