The City bills and collects it's own property taxes; property owners will receive a bill each year in October from the City, unless you have a mortgage company which pays your taxes from an escrow account.
The Bexar Appraisal District identifies property to be taxed. They determine the taxable owner, address, appraised value , and whether to grant exemptions.
